De 1970 1974 le 'Plan d'Intégration Natío­nale' (P.I.N.), initiative du gouvernement mili­taire du général Médici reposait sur un doublé souci géopolitique : Combier le vide démogra­phique des régions frontalières amazoniennes pour y assurer la souveraineté nationale bréslilienne et désamorcer le danger politique que cons­titue le Nord-Est du pavs surpeuplé et rendu explosif par sa structure foncière féodale. Un mouvement de colonisation populaire a charge de l'Etat devait remplir ces objectifs en s'appuyant sur une infrastructure d'environ 15,000 km de routes transamazoniennes.
